Dr. Gene Migliaccio serves as Associate Dean of Applied Public Health and Professor of global health at The George Washington University Milken Institute School of Public Health overseeing school-wide practicums in 49 states and 42 global sites, urban health projects-DC Metro, and the DrPH Program. He teaches courses in leadership, program design, evaluation, budgeting, and project management.

 

He also serves as Chief Executive Officer (CEO) and Founder of Public Health Strategies, LLC where he provides healthcare organizations with consulting services on turnarounds, leadership and organizational development, wellness, occupational health, managed care, access to care, behavioral health, and strategic development.

 

Dr. Migliaccio has a demonstrated history of results working for 35 years as a health services executive within the federal government.  After earning his doctorate degree, he served in the U.S. Air Force (AF) Medical Service as a hospital/health services administrator until joining the U.S. Public Health Service (PHS) Commissioned Corps. Upon retirement from the uniformed services, he was appointed as a member of the federal government’s Senior Executive Service (SES). He has experience supporting health programs in 5 Federal Departments: Defense, Health and Human Services, Justice, Homeland Security, and Veterans Affairs.

 

He served as Executive Director for Delivery Operations, Veterans Health Administration, U.S. Department of Veterans Affairs (VA), Washington, DC.  He provided senior leadership of all purchased care programs to include the administration of federal health benefit programs for Veterans and their family members.  He developed the framework for the new Community Care Network (CCN) proposal and contract.  These programs provide access to a variety of community inpatient and outpatient care.  He led over 3,000 staff with an annual budget of $11B.

 

Prior to joining the VA, Dr. Migliaccio served as Director of Federal Occupational Health (FOH), U.S. Department of Health and Human Services (HHS) where he provided leadership to the largest Federal provider of occupational health and EAP services, which served more than 360 Federal agencies and reached 1.8 million Federal employees. He was responsible for 305 health centers throughout the United States.

 

As a PHS Commissioned Corps Officer, Dr. Migliaccio managed integrated health care delivery systems for various populations within the United States; and he served as Chief of Staff for the U.S. Surgeon General. As an AF Officer, his assignments have included positions in hospital administration, managed care, information technology, and health care research. He has health care legislative experience at both the federal and state levels serving as a legislative aide for the U.S. House of Representatives, and a legislative researcher for the Hawaii State Legislature, Senate Health Committee.

 

Dr. Migliaccio holds a Doctor of Public Health (DrPH) from Tulane University School of Public Health and Tropical Medicine, a Master of Public Health (MPH) from the University of Hawaii School of Public Health, and a Bachelor of Arts from Marquette University. He is Board Certified in Health Care Management, and a Fellow in the American College of Health Care Executives (ACHE).

 

Dr. Migliaccio is a highly decorated career officer who has received numerous federal, military, and private sector awards. Additionally, he received recognition for attaining meritorious national distinction in the field of public health by Delta Omega, the public health society. He also received a Proclamation from the Mayor of Houston for assistance with coordinating the federal health care response to over 200,000 Katrina evacuees in Houston, Texas.
